Jeans with belt

when wearing jeans, is the belt supposed to go through the designer label on the back right? some are stitched all the way around, but some are stitched so that a belt seems to supposed to be there.

I would believe it's optional. However, I would place the belt over the designer label for two reasons:
1. It looks better IMHO.
2. I don't like to brag over which brand I use.

I'm with Isak on this. Provided that the jeans have not been faded or treated extensively when manufactured I would actually remove the label. Most of the jeans I buy are from Gap, though, and do not have a label on the outside.
