No, I have not filed with paypal yet...I am going to do it soon. My understanding the paypal has 45-day-widow to file a dispute. My payment was made on Jan 25th. I called CC company already.

Agreed that you are being played. Keep doing everything that you need to protect yourself, but this guy is dishonest and you need to treat him as such.

And regarding 'not knowing what ID' he needs to bring, this is even more bullshit. ID is ID in Canada, and 99% of the time that means driver's license or other government issued photo ID. If he is an Ebay seller with a few deals under his belt he knows this goddamn well.
You are being played. I have recently dealt with two dishonest sellers after some 80 deals here, all positive. In both cases, Paypal went to bat for me big time and once I showed that I was getting scammed, they refunded everything including my return shipping charges and even my duty charges. I hate Paypal for the fees but in this case I was glad I used them. I now use only a credit card through Paypal and will never again pay using a Paypal balance. You can contact them and see what they say. Do it before your time limits are up.
Hope you get a good result and that this thread does not discourage others from shipping to Canada. We're mostly decent people up here!

Thanks for the useful information & support.

That guy even challenge my feedback against his! What nerve he got!

You decide:

I have filed Paypal claim this morning.

Filed PP Dispute

On 1/25/2012, the seller and I agreed on a transaction for a BNWT Tanner Krolle jewelry box. I paid on 1/25 & received the item on 1/31. However, I could not find any label/stamp/logo identifying the maker. So I contacted the Tanner Krolle store in London (+44 (0)207 529 5822). A gentleman from the store CONFIRMED it was a fake since the company had never made any products without its stamp/label on them for entire 150 years of history. For a jewelry box, there should have been a stamp stating "Tanner Krolle" at the bottom of the box if it were made by Tanner Krolle. So I contacted the seller on 1/31 explaining what I had learned from the Tanner Krolle store and questioning AUTHENTICITY of the item. The seller responded denying any issues, but told me he WOULD ACCEPT RETURN FOR A FULL REFUND.I sent the item back on 2/3 via USPS INSURED priority international mail. I informed the seller the return along with its tracking number (CV019299428US)THE REAL TROUBLE STARTED FROM THIS POINT.Here is the tracking from USPS website: https://tools.usps.com/go/TrackConfirmAction_input?qtc_tLabels1=CV019299428US&qtc_senddate1=&qtc_zipcode1=The tracking indicated the postal made a quite few attempts to deliver the package on 2/9 & left a notification. Since postal service could NOT leave the package without the seller's signature, the seller USED THIS AS A WAY AVOIDING RECEIPT OF THE RETURN PACKAGE.From 2/9 - 2/24, I contacted the seller 6 times giving him where and how to pickup the package. I even contacted Canada Post twice to get the all the information to the seller including the local postal office address, phone number, and notification number. Yet, for entire 2 weeks, the seller GAVE ALL KIND EXCUSE BUT DID NOTHING!AND I HAVE NOT RECEIVED MY REFUND AS THE SELLER PROMISED.Here is a detailed version of this story: http://www.styleforum.net/t/289686/beware-of-ebay-seller-luxuryhut-asking-forum-suggestionsI will be glad to supply all the messages between us.

Escalate the Dispute to a Claim

Due to the space limitation imposed here, please find the detailed version of this case here: http://www.styleforum.net/t/289686/beware-of-ebay-seller-luxuryhut-asking-forum-suggestionsI have all the evidence to believe that the seller has been very dishonest. I will be glad to supply all the messages between us.

LOL your claim is like 40,000 words too long.

In order to win claim :

" I am buyer, he is seller"
