They said because I did not have a tracking number, that I couldn't prove that he will ever receive it, so that's why they closed it in his favor. The buyer chose to not purchase the shipping with a tracking number. I just don't understand this.
I opened up an appeal, but don't have any hope.
Shipping to US with tracking costs a fortune..should I now charge this shipping by default? This will cost me in sales...or should I just count this as a rare occurrence and hope for better in the future?

Always ship your items using trackable means.

I loose money because buyers look for cheaper shipping or I loose money because the odd person scams me. I guess I'll just have to decide which one will cost me more.

If you're willing to self-insure. I'm generally with Malford - even on fairly cheap items. I returned a couple defective watch straps to GER, about $40 worth, via 1st class and the seller (non-eBay) said he didn't receive them. Although it was a modest amount it still eats a hole in ******. I don't believe for a minute that he didn't get them back. If an international buyer won't pay for shipping/insurance then I rather not sell. Usually the freight is negotiable and I'll split it depending on the value.

Really? The idea that scammers shop with an eye to untrackable post is new to me.

In the US, any level of domestic postal service can get delivery confirmation for a 17c surcharge that is waived when you buy postage online. So even an item that costs a couple of dollars to post, like a neck tie, can be tracked. International stuff varies. My biggest loss was an expensive shirt shipped to London via an International Priority flat rate envelope, which unlike an International Priority package, was not tracked in England. But the buyer had no idea which means I would use, so I don't believe I was scammed.

Playing Devil's advocate here I ordered a pair of shoes from England and the seller charged £30 for shipping. He gave me a tracking number for Royal Mail but that was only good for like 2 days before the parcel left the country. After that it was completely dark. USPS said they couldn't track it, I had no luck getting any clarification from Customs and the seller said Royal Mail only gave updates while the package was on British soil. It took 3 weeks to get to my house.

Now, while I did not lodge a complaint as I am a decent and understanding person, I did demand that he refund some of my shipping costs. I have ordered many things from overseas, paid far less than £30 and got tracking the whole way. He was understanding and apologetic and refunded me £15, which I thought was more than fair. While scamming is inexcusable I do empathize with buyers that feel left in the dark.

Yes, but that does not provide proof of delivery in the event of a paypal dispute, which is required to win.

For reference:

1st class international - no proof of delivery = 0% chance of winning a claim
Priority mail international - proof of delivery *if they scan it (usually they do)* - good to win a claim for US $249.99 or under
Express mail international - signature required - required to win a claim of US $250 and above, and you should ALWAYS insure as well for added protection.

Yes but at this point what has he to lose? I have sent items without asking for tracking and have been able to track them. He may wish to contact his local post office or the postal inspector's office and try to get them to help. Being they are losing so much money I'd be willing to bet they can get him some info that may help with ebay/paypal.

I would also set up a search for the buyer's for sale items and get alerts whenever they list something and check if they are trying to resell it. You never know.
