Eh, I think the button-up vaguely meshes with the jacket, since the former mostly just looks like a blue button-up and the latter is sort-of-maybe prep-ish, in that it's basically a navy blazer, even if it's an unconventional and ultra-cropped version thereof.

If anything, it makes the top half contrast more with the bottom half, with the Silent tee acting as peacemaker betwixt the two.

Agree that it would be a different fit without it, though.

That cropped blazer has no real lapels (they're inset) and epaulet-ish details and banded cuffs and waist, no to mention the flap chest pocket; it's more of a play on a military uniform jacket than a blazer. It does work okay with a button up I just don't think it does so with the light-pant-tucked-into-training-boot thing.

Clothes aren't supposed to make you think of the other person naked. If that was the point, why would people wear clothes to begin with?

Huh, on my end it kinda looks like there are lapels (albeit thin ones), and I'm not seeing the passants. Probably just an old man's cataracts acting up. I can see where you're coming from in terms of a military-inspired jacket + cargo pants + boot tuck maybe not meshing 100% with a blue button-up, though. edit:
