Looks like they go on the inside of the upper to help pinch or friction points and not under the foot.

I wouldn't recommend these synthetic inserts. Buy leather pads or inserts. Feet perspire and leather breathes as well as wicks away moisture. They can be purchased in any pharmacy, cobbler, or wherever better shoes are sold.

I'm looking for heel pads and came across silicon ones on ebay:

Does anyone have any experience with this kind of heel pad?

Are you looking for pads for comfort or for grip? If you need them for fit, I'd recommend exploring other sizes. If you want them to make some shoes you own fit better, I'd recommend felt tongue pads as a more durable option. In the past, I tried heel inserts just like those to make shoes that I already owned fit, and I can say the pads never really stayed in place. Even though they are adhesive, they shift side to side over time and roll over on themselves when you insert your foot.
