That might be a damaged thread. I wouldn't try to shave it off from the top. If anything, if it bothers you to the point of needing to address it, I'd try to poke it through the fabric to the underneath side so that it's not visible on the surface. There it will be free to be a defect, but to do so out of the line of sight of decent folks trying to go about their day without staring at thread balls.

Use a needle or pin or something. Seamstresses have a small tool for just such work I believe.
