Can these trousers be let out at waist?

Pardon my ignorance for this question. I bought a suit from a vintage store that doesn't let you try on the clothing.

The jacket fits great. The trousers are too tight at the waist. Can these be let out .. and if so ... by how much by the looks of it? I'm not sure if one can tell just by glance. Thanks in advance.

Yep - actually looks like a very generous inlay; more like an extra 2-1/2 - 3" available.
