I'd say these days, at least where I'm from, chinos, leather shoes (of any type), and a buttondown (not even a dress shirt) is considered "dressed up" or formal to the vast majority of people. I find that judging someone based on their dress only has any value when they are dressed outside the norm of what the situation calls for. How out of favor it is with the general population. I'm the only person I know IRL that would actually want to wear something like a tweed jacket to an event like a Christmas party. I'm just a guy trying to figure out how to not get funny looks from everyone that knows me for wearing slacks and sports coats after 25 years of only wearing sweat pants or jeans and a t-shirt.
