I haven't seen the loom involved, but it involves weaving additional thread in to the fabric so I can see where it would require a special loom that has the apparatus to weave the loops of fabric in. Probably somewhat like a carpet weaving machine.
From searching around a bit on the internet, it apparently is close to how some carpets are made, and some manufactures even sell looms that do both. With carpets, it looks like they use a metal wire (which is pulled out during the process), instead the extra thread. Fascinating stuff.
