i need help with my thick hair

so basically for a few years I have wanted to grow my hair to around shoulder length. the problem is my hair is quite thick and tends to go wavy or slightly curly at the ends and it goes puffy. it always looks awful, the longest its got to is about 1/4 of the way down my ears but then i always get it cut because it looks bad. right now its covering the tops of my ears and my fringe is just touching my eyebrows, i always wear a beanie for a few hours in the morning to stop it from curling, it works quite well. i just want to know if anyone else has hair like mine and was able to grow it to a long length and how they did it? i read somewhere that it will eventually grow down but im not too sure.
this is what my hair is like currently, doesnt look too bad but it will start getting puffy and grow out aswell as growing down

but i want it like this ...
