The first reaction coming from the primitive, reptilian part of my brain is to punch the guy in the face, but after reasoning kicks in, it is more along the lines of your quote.
I know this one guy at work who dresses like this on "casual Friday." I think he must be at least 24 years old.

Depends. Last week I saw an old artistic looking guy (funny goatee, etc.) standing outside in the cold smoking a cigarette with the collar on his coat turned up. I thought it looked pretty cool under the circumstances.

By coat, I meant sportcoat, not a winter coat or overcoat or anything like that. I agree that polo shirts with upturned collars look stupid.

I am much more tolerant than you guys. In the part of the world where I live, it's relatively common and accepted. If I see a man or woman at the garden shop on Saturday morning, for example, with khaki shorts and an upturned polo collar peeking out of a sweatshirt I don't see it as affected at all. I see many older guys do it on the golf course as well - to keep the sun off their neck. How is it any more affected than wearing a button down collar unbuttoned or shirtsleeves rolled up, for that matter?

I saw a beautiful young woman doing this at the mall; her sleeves were deliberately sloppily rolled up too; quite striking but I think you have to be young and attractive or have a lot of gravitas - think Cary Grant - to carry it off.
On my custom shirts there is a 'secret swath' of asian themed fabric under the collar; I haven't the nerve to show it off.

Cary Grant used at times, to wear a shirt collar wrapped around his neck.
If it's cold out, a coat collar can provide a much welcomed layer of warmth. Why not indulge?
