How to re-polish shoes after stripping

• Strip old polish with Acetone (wear rubber gloves- work outdoors)
• Let dry 15 min
• Insert your shoe trees into the shoes to maintain shape.
• Apply new black shoe dye (use sparingly on toe caps or shoe edging with a cotton swab (you know..for cleaning ears) and not the provided applicator)
• let dry 15 min
• Apply leather lotion sparingly to the newly dyed leather. Let dry 30 min
• Apply new polish sparingly. Let dry 20 min
• Brush
• Buff with flannel rag.
• You are done.

I have a pair of quite old parade shoes on which the polish on the toe cap was starting to crack and peel, so I stripped what was left of it using a brush (it came off quite easily). I am now left with a coarse grey surface (pictured) which I cannot get to take up any polish. Is there something I need to do to the shoe before it can be re-polished, or a specific way of polishing it initially. Thanks in advance.
