When I was running heavy mileage, I finally came to a point where I would bring TP with me and take care of things wherever I was, within reason.

I think your hour long workout is what is killing you. Even with cardio there is no point in isolating just biceps or just chest for the remaining 40 minutes. I would do 3 days a week weight training and 2 days of cardio. if you can't do a workout in 30 minutes then you need to reconsider your workout plan. Star doing crossfit or something. most of those are 20 minute workouts.
