    Probably it's going to be a great jacket. But isn't that leather a bit too shiny finish for elbow patches? Suede, which is generally used for that, has a more matte appearance.

    You may have a chance to remake the trousers as said above and reclaim the cloth of the jacket to make it into a vest for wearing in a 3-pieces separates with another jacket.

    I think it is not a dragon, but an (imperial?) eagle (aquila). Or on a second thought it may be still a dragon ... The star is probably a mullet (representing the rowel of a spur) which was used to identify the third son using his family's coat of arms. Intriguing. Curious what your expert will say.
