RHCP is an odd beast. I respect them and like them a lot but...I just don't know. And I absolutely HATE Jane's Addiction. You ever want to see a mass exodus buy tickets to Lolapalooza and wait until they take the stage. Wow...People were headed to the parking lot faster than Nick Cage's slumping career. I do like your list, though.
You named some real stinker up there and left out Van Halen, The Eagles, Guns And Roses (and the whole hair metal scene, which probably underrated because they wrote a ton of great pop songs), Los Lobos, The Bobby Fuller Four, Queens of the Stone Age, Black Flag, The Germs, The Circle Jerks, Thelonious Monster, and the best of all L.A. bands - X. Plus, Sly & the Family Stone were from Oakland.
I figured Cramps/Germs/Descendents/etc could all be named together. X was mentioned, btw, and almost made it to 4 or 5. But G&R? Ehh... I'd agree with you on the Eagles but perhaps because I wasn't born when FDR was in office I simply can't picture them as being an "LA" band even if that's where they started. And I SURE as hell didn't forget QOTSA. Being that they're from Indio, CA, they'd fit into the Top 5 SoCal bands list. I didn't include SD/OC this time around for a reason (Social D). My personal bias would have put them in at #1 with Eagles of Death Metal at #2. I didn't think Sly was from LA but when I checked it on Wiki it said they were out of the same part of town as War. Last time I trust the interweb...
