Thanks aether and to all who replied. I can see where the others are coming from, but the challenge for me is that I have athletic thighs so really those are about as slim as I can get with my chinos without looking like a sausage. I also wanted to dress down the look a little bit with the shoe choice. Gonna keep workin at it, some great insight on the board that I've been admiring for quite a while.

here we go with the athletic thighs again. i do my fair share of squats and i can still find tapered pants that fit.

Will recommend putting the camera at a further distance and zooming. Then blur your head instead of cropping. As it stands now, the proportions are making you look like you're rather chubby. The jacket doesn't look good open like that and it's rather difficult to make a jacket that's lighter than the trousers look good. Dislike your shoe choice too, and it doesn't match the jacket. Trousers don't work rolled at the bottom because they're too full. If they were tapered more you could get away with rolling them.

tl;dr version:
lose the jacket, then you have an ok fit with some minor nitpicks

jesus don't use the ******* athletic thighs response. If you squat 5 plates or something then I apologize, but otherwise you don't have thighs too big for slim trousers unless you're fat.

This.

Also, I think its more that you don't yet feel comfortable going slimmer than that you can't go slimmer. Look at the pic, those chinos are far from tight in the thighs, you could easily go a good amount slimmer without sausage-casing effect.

Heed the advice given. I actually do have big legs (yours aren't that big, it's quite obvious from your pic, no hate though) and I fit quite comfortably into slim denim and chinos (sometimes the waist will be a bit loose to make leg room, but that's what belts are for). If you're concerned about the sausage effect, look into tapered pants/denim. It'll make a world of difference in your fits, especially if you're a cuffer or a roller.

Seriously, it's bewildering how many body builders we have here. Unless you have Ronnie Coleman's legs, you can fit into slim pants. You don't need to be able to grab a handful of cloth around your leg for a 'comfortable' fit.
