The Bill's sale happens twice a year"”once in June then again in December. There used to be an actual outlet store but that closed. For these events they just fill two large rooms with table after table of pants. Everything is unhemmed, defects are clearly marked but I'd say only 1/2 the items have some flaw and the other half are just overstock.

Looks like it. All tailored items are 30% off, including Golden Fleece. Kind of cool if the look wasn't too conservative for me.

I'm pretty sure it's in the store, too. Just called and they said everything "on the floor" is 30% off. I.e., the sale doesn't apply to their MTM or Select programs.

N.B. Complimentary shipping is still being offered online.

Doesn't BB normally have a 2 for $x pricing on suits? It looks like that's gone for the sale--was hoping to get 30% off of the 2 suit bundle.

Mine didn't work online. You could test your luck in the store; sometimes the SAs will give you a break.
