Polo Ralph Lauren makes trousers just like this, just not as baggy. You won't find any trousers with double forward pleats likes these on Jermyn Street, but you can find single forward pleats. But you might not find linen. Maybe Turnbull & Asser.

to me they look like dual pleats but facing each other, which is unusual.

I think you are right! Those are kiss/scissor/inverted box pleats, not forward pleats. They were popular with the Italian brands in the 90s. They were typically made with another reverse pleat on either side. That explains why the trousers are so baggy. Thankfully the style has disappeared. Best to stick with forward pleats.
