Definitely needs alterations work to make it wearable, back is messy, waist needs to be nipped in, upper sleeves are too baggy, sleeves are too long by at least an inch. Most of that's probably improveable if you want to spend the money.

Shoulders/chest look to big, which generally is not worth the $$ to alter. If it was a Attolini and perfect then perhaps, but probably not worth it on this.
Try to trade/sell it for your size. The waist and sleeves are relatively easy/inexpensive adjustments.

If you really like the jacket, get the waist taken in and the sleeves shortened. It probably still won't be SF-approved (the back is a little jacked and the shoulders are probably too big, and it is definitely on the long side), but it will most likely be wearable.
