Anyone Know How to Use This Antique Vest Buckle?

I just recently bought a JCrew Suit Vest. When I received from the mail, I noticed the buckle in the back and it was something I've never seen or used. Anyone know how to use this type of buckle? It's supposedly a "antique style" buckle. (See picture below). Am I really supposed to poke the strings through the needle things?

Yup, they're meant to puncture through the fabric of the strap. Make sure you don't make too many holes.

I just bought a white John Varvatos vest with one of these on it. It was also the first time I'd seen it, I tried not to actually puncture through the fabric.

I don't know if I like the idea of punturing a holes through the fabric. Why couldn't J Crew just put a regular modern buckle on it? Ugghh...

Were you able to tie it without puncturing the fabric? I can't seem to find a way to do this.

Yeah, I just wrapped it around the hooks and then set them down, holding the fabric in place and not puncturing it. I've worn it a couple times and it's stayed without being damaging.

I have a vest (that's part of a three-piece suit) from Henry Poole bespoke made in the 80s like this. I don't think it's a problem to poke a hole through the fabric; just don't re-adjust it all the time.
