Tailoring the chest/waist of a jacket/suit

I took a jacket to get tailored today, and I paid attention that the pinning was going all the way up the back through the upper chest area (on the back side). I always thought that in order to reduce the chest size, you'd have to take off the sleeves and make it a costly repair. Can you slim the waist and chest through the back blade like that for $35?

No, the sleeves do not have to come off ASAIK. My tailor pins it under the arms to reduce the chest size and he will pin it on the sides and back to take it in.

you can reduce the skye around the chest area to make it a snugger fit. You can also take it in through the forepart (seams under the arm hole) to flatten the chest. Through the back will not slim the chest particurlarly especially the side seams or centre back seam.
