I was wondering what I'd tell the barber when requesting this cut:

The only pic I've got is from a distant angle so I'd rather not run in with just that on hand.

I already know to tell them I want the back blended, but that's about it.

print it out, or show it on an electronic device and say I want this. I don't think you can go to a barber and tell them, I would go to a stylist. Then you can ask the stylist what products you need to have that look

How much do stylists typically cost? How would I even go about finding a salon within the proper price range of what I'm looking for?

I'm 19, I've never done anything like this before. I typically get my haircuts at little $15 joints.

I think somewhere above $30? I'm not to sure, I cut my own hair lol.
Maybe try supercuts?

The only reason I said don't go with a barber because most of their cuts are traditional cuts, tapers, fades, etc. While a barber at a traditional barber shop could help you out, if you go with a stylist they'll give you better pointers for keeping your hair style looking good.

Look in Yelp for reviews of hair salons in your area. If you lived in LA, I could recommend a good place for $22.

Portland is hipper than hip. Should be no problem to find a good hair salon at an affordable price.
