Monocles without galleries are actually the original type; monocles with galleries are just more expensive because they work better (the gallery keeps them from being pushed by eyelashes) and are harder to have custom-fitted.

It's interesting that Chamberlain doesn't seem to be wearing a custom monocle.

Monocles in their day were actually quite expensive, and ironically antique ones now are still rather pricey to buy.

I think it's mostly a matter of timing; I don't think galleries became widespread on monocles until well after Chamberlain had probably started wearing them, so he was probably accustomed to wearing the older style.
