The only meaningful difference between cuffs is barrel vs. French. The number of buttons is totally unimportant.

Well, you're just wrong then.

A BD is typically always with a single button cuff. A double button barrel would certainly be out of the ordinary.

Do how you like it.
I have both one and two buttons on the cuffs - both rounded and square cut cuffs.

I know that I would definitely not do a French cuff on my button-down shirts.

I have double-button barrel cuffs made for all of my buttondowns.

That's what I have on my latest BDs (the shirtmaker did that on their RTW BDs, and it looked go to me, so I went for it), and I rather like it. I leave the button nearer the hand nearly always undone though. Having said that, I think the most charming cuff for BD is the BB one, where the button is near the top of the cuff (i.e. by the sleeve), so the cuff can be rolled up. It's not the rollability that makes it interesting, but the fact that it looks quite relaxed.

I like that too. Mercer does that. Also a hallmark of Italian shirts (saw it Merrola, Battistoni, Finolo, etc.)

I prefer the button in the middle of the cuff when unlined, so it doesn't roll up so easily. To each his own, I guess.

Not referring to an adjustable cuff.

I don't see why collar choice should dictate one or two button cuffs. Prevalence/common applications aside, neither is more correct than the other.
