The article said gusts of up to 60. I think plenty of teams practice when it is just gusty. But sustained winds of 60, probably not.

its a 20ish old kid... and on a job no less. bravado + wanting to do his job lead to tragedy. so sad.

When they measure wind speeds, they measure a short distance from the ground. The kid was 50 feet up, so the winds would have been more powerful.
