Help me understand this belt buckle

I have this womens belt buckle that I might try to rock. Trouble is, I don't know how it works. Can someone explain this mechanism to me and link me to suitable belt?

Sigh. I had a feeling I'd need to defend myself. I have a molester mustache and a mullet, so this type of feminine accessory tempers my image. You should see the scarfs I wear.

Now how the hell does this thing work?

Just look at it, it's not that complicated. How do you think it works? It clearly isn't a regular belt buckle and it appears it needs to attach itself onto a plate of some sort that is the other piece of the buckle, which you don't have and most likely will never find.

My guess was that it requires an elastic belt with hooks at either end. I doubt it fastens to another metal bit because their is no mechanism for engagement/release. I'd probably have better luck on a ladies forum.
