there is no minimum word count per se, however it does state that a brief summary is requisite for starting a new thread. The manner in which the word brief is interpreted is entirely arbitrary.

I would prefer that the rule not have to explicitly state how many words needed to be the in summary. During discussions around the time the general rule was implemented, Matt (iammatt) pointed out that the originally suggested 50 word rule might be onerous, so I adopted the more general language to give people leeway. This was about as successful as Communism (i.e. would have worked if everyone loved to dance like fairies in the daisies,) so we got what we have here. Incidentally, this little paragraph contains over 100 words. A 30 word minimum summary is onerous only to a 40 year old 1st grader.
