iirc, it's size down 1 on Skulls (don't remember and don't take my word on it though). Go with the 32 in PBJs (if the other measurements check out)

Only size down 1 on Skulls if you are very skinny to begin with, otherwise definitely go TTS.

Definitely hot soak now. Drying doesn't hurt either. These aren't very starched, but a hot soak will definitely bring out the character of the denim in a big way - it gets slightly more textured which will give you better fades.

Also, a hot soak does an amazing job of tightening up the top block to a less loose fit. Expect .5" at waist and inseam and some in rise. Almost exactly. More on the inseam if it's over 32"
I've had 1950s and 1980s, and I've worn them totally dry and soaked. Soak now.

Hemming: send the jeans to Blue in Green or Self Edge and you'll get the color-matched chainstitch when they hem. Hem them to what you want. It doesn't cost that much more at BiG or SE than a lockstitch at your local tailor. It's worth it.

IIIrd's right again. 5010 - definitely TTS - top block and thighs are alreadly close to impossibly tight on a TTS (and I have skinny legs and no ass). Waist is pretty close to TTS after soak (ya loose about .5"
The PBJ recommendations from IIIrd are spot-on (having just tried a 005 and 008)

What is the fit like on Rogan's jeans and pants. Since it is made in the USA, I would guess it runs large. If I have to compare to other Made in the USA brands, I am a 34 in 7 Jeans and CoH...don't laugh, but I am using that as a USA denim comparison.

Depends entirely on which model it is. It's almost all on the slimmer side, but after that, it gets pretty specific. Some are true to size, some are waaaaay vanity sized, it depends.

I am on the chubby side, but have narrow hips. I take a 34 in these USA made brands, but italian ones a 36.

samurai s5000vx 17oz question. should I expect these to stretch back out to presoak waist?

Any recs for a pair of grey jeans and a pair of black jeans ~$250 per or less that are slim/straight but not overly tight?

W+H and NDG both make some good gray denim. Stel's has both in a good size run. For black denim, I've been looking at PBJ and Skull myself, but those are maybe bordering on too skinny for you, depending on what you're looking for.
