It's caused by a fungus, hence most dandruff shampoos have some anti-fungal active ingredient. Most will repress it so that it never goes away, but doesn't flake, so you have to keep using it. Using a harsh method for even a short time will eventually kill it. If regular dandruff shampoos did this, then they would never have any repeat customers.
