No, is here in Germany/Switzerland too. Usually between 9:00 - 10:00 (can't judge earlier cuz I'm only in office before 9:00 if there's a meeting).
Is a tough thing to work for a whole hour without being able to surf the forum

I remember seeing this question a week or so ago. The big man says that this is when the forum servers do their nightly backups. He is working with the server people to try to smooth things out.
