How tight should jeans be in the waist?

How tight should jeans fit in the waist area? I recently took my jeans to a tailor to get them shortened (not relevant) and he said my jeans wear to loose in the waist. When I bought my diesel jeans they were really tight in the waist but have loosened up since then. Im sure its from sitting down and my leg muscles contracting. I'm pretty athletically built on top of this (big legs small waist). If my jeans stay up around the waist even without a belt (and don't move with a belt) are they too big around they waist or should I just ignore his comment because with a smaller waist size comes a smaller inseam making them a lot tighter.

I measured my waist size and it's 32.5 near the belly button and a little lower its 33 inches. Maybe I will get pics up soon

All this time I'd been wearing size 29 jeans when I really should have been wearing size 25!

you don't want to get your tailor involved in sizing your jeans.
i am sure your jeans stretched to a comfortable size since you bought them.
let the jeans sag. as long as your jeans don't harm you, let them do what they will.
it is the way of the jeans. do not resist. do not force them to do things contrary to their nature.

This is my personal opinion:

Pull the waistband down to the point where your hips flare out. They should be tight there such that you have to suck in your stomach to fit a couple of your fingers in the waistband, but not should not feel uncomfortable. Using this method you can wear them at your hips comfortably but they shouldn't sag down without a belt.
