Looks rather like a stroller jacket, at least in that combo. I would use lighter buttons at a minimum. I would also do patch pockets and no ticket. But you knew I was going to say that.

I think it might be known as ripple finish (not the cheap spirit). It is a worsted cashmere that has a bit of a nap and a wet look to it so that it has a slight shimmer like a seal's skin or a ripple effect because the nap can look "wet".
