Best place I know of is Value Village at Bloor and Lansdowne.

Some decent vintage stores are 69 Vintage near Queen and Dovercourt, as well as Public Butter at Queen and Noble, as well as Davids Haus of Vintage also at Queen and Noble.

Ive heard that one is really good actually. I dont own a car so I never go there.

Off the Cuff at Yonge and Egg, pretty expensive for Thrift store.

and Renissance Man on Grosvenor at Yonge (just north of College)

However, never overly impressed with the finds at either place.
