For me UK 8.5=US 9.25. He has the same shoe in 7.5, which would be too big. You could always e-mail to see if he has a UK 7.

I would not wear the shoes in the OP with a tux.

If you are looking for somethin versatile and usable in a business context, a plain-toe oxford is probably even better than a plain-toe wholecut.

No, not with a tux. I would never wear monkstraps with a tux, unless required to do so as part of a wedding party or similar event.
