Would you leave a negative for a non-profit charity ebayer?

I bought an item off ebay, and it's completely the wrong size from what I "won" and the measurements are waaaaaaay off...I emailed the seller and she said, "too bad, we're a non profit ministry and we don't take returns, you should have checked the measurements."
Paypal is of no help (as usual)...
Would you leave them a negative? Or just forget it?

If the response listed above is a quote then I wouldn't hesitate to do so.

Did you file a significantly not as described claim? In my experience, they've been very responsive.

They should be treated the same in a transaction. That isnt a permit or license for poor service.
