Well now that it's summer in Wisconsin, I have this question.

Upstairs in my bedroom it has been soo humid. My basement is half finished, nice and cool, but slightly musty (plus there are the occasional bugs down here). Anyway, which would be the safer place for my jeans and t-shirts?

I'd store them in the bedroom. In a wooden dresser, or any breathable container (avoid plastic which would trap moisture). I have 15-year old denims just laying around - a jacket behind the door, some jeans folded away in the bottom dresser drawers - and all are O.K.

If that's the case, don't they deserve to live in climate-controlled bliss?

Plus, I'm guessing the 'rents pay the electric bill.
