Where to get basic clothing in Canada (Toronto)?

Hi, A few days ago I realized while I was spending a boatload of money on clothing, I wasnt really going anywhere. My inexperience made me buy a lot of expensive clothes that don't really fit right, or don't look right on me at all. I need some basics right now. I am looking for a few tees, polos. I am a student but have a budget of around 600$ for:

• solid coloured polos
• shorts
• t-shirts
• casual shirts
• casual oxford leather shoes for daily wear

I have shopped at h&m before, the quality is downright terrible and I am not going back. I am considering going to The Bay and picking some stuff out, but everything there is a mesh of different brands and I don't know what to buy that is worthwhile. Is buying polos from BR worth it, or are those things just as bad as h&m? Can anyone tell me which stores I should look at for each item? Thanks a lot. I am 6ft3 and slim.
