Where can I buy XS or 34/S blazer or custom made <$400?

Hi all,

I am looking for a navy blazer size XS or 34/S with style similar to this:

I am short, only 5'4" and the usual 36/S size is too long.

but the waist and shoulder is a bit tight (I can see the X when the button is closed)

Any recommendation?
