If you want to **** with him, the next time you find the paper - open the stall and take it out, put some scotch tape on the back and tape in place right where you found it. The next time he comes in to use the stall he will see the paper still in place and assume that nobody has used it, until he opens the stall and the paper doesn't fall - leaving him wondering how many ppl have used it

I think this is a good idea.

I do have a slight update. I thought that I might have caught the guy for a second. This guy came in and went right over to the towels and was folding one up and I'm like, "Yessss, you're going down you son of a *****!" then he wet paper towel and walked into the stall...

It was him, he just normally does it at night so his used paper towels are dry by the time you get to them in the morning
