What weave is this?

Picked up an older model Brioni navy suit from a Saks off 5th, but don't quite know what name to attach to the textured weave.

Would appreciate any help-- also assuming that the texture would help it travel better and be a little less formal, is that true?

Nope
There are some one off weaves that are hard to find a name/type of weave. This may be one of those.

It looks like a fine leno (or mock leno) weave to me.
