What kind of shoes are these? (photo)

Hey everyone,

I've seen a few guys wearing shoes like the pair on the guy in the photo that is linked below. I should have just asked someone I saw what style/brand they are, because now I can't figure it out for sure. I was thinking either some sort of square-toe cowboy boot or moccasin, or maybe a style of Clarks? Does anyone have any ideas based on looking at the photo in the link below?

Some kind of light brown penny loafer with a weird upward-curved toe?

The guy in the picture needs to visit a tailor. And lose the outfielder shades.
