What I found in the pocket of my new pants...

I bought some new pants today and when I reached in the back pocket I found a strap of material slightly heavier than the fabric used to construct the legs.

After giving it some thought I guess that this is sewn into the hem to weigh down the leg?

Sewn into the hem to protect the pants from the shoes.

Also helps make a nice rigid cuff, IMO.
