I was reading this random article on drycleaning clothes, and it was going on about you should dryclean whenever it gets stained or "soiled." What is "soiling" exactly, is it like a stain that doesn't come out or something?

Please forgive me for my ignorance

I've always assumed that it means dirty with dirt rather than dirty as the result of spills and stains from food, etc.

I could be wrong though,

It simply means dirty. Not a specific kind of dirt. Remember, you can soil yourself.

Soiled technically means it was excreted on, right?

I recall Bart Simpson once received a soiled wig as a "gift" while serving time in Springfield penitentiary.

(I spent too much time watching Simpson's episodes in college.)
