what does "going down one size" mean in jeans?

To answer: Essentially, yes. Of course, whether you should do this or to what degree you should do this varies with the model/maker of each pair of jeans.

Huh? It means that some jeans are made oversized so you can possibly go down in size (wear a smaller size) if you want a tighter fit. For exemple it is very common for APC new standard wearers to go down 1,2 or even 3 sizes from their "real" jeans size.

Why don't you stop posting here and go work out somewhere...
