I saw a guy (mid 20s?) wearing spats over the winter here on the street (Austin, TX), and I thought it went well with the rest of his outfit which was quite 'sartorial' in general. He was also wearing a tweed fedora, if I remember right, and was pulling it off quite well. I've always felt that the time for me to wear a fedora without looking like a douche would be in my later years, when I'm a much older gentleman.

I was walking maybe 20 yards or so behind him, and his legs were getting a lot of stares, particularly from college girls with aghast looks on their faces... but what do they know? Most of them wear the sorority girl uniform of pastel colored North Face jackets with Nike running shorts over leggings.

I'm just waiting for the sci-fi future, where nothing is acceptable for anyone outside a silver jumpsuit, jackboots, and louvered sunglasses.
