What defines "quality" clothing?

I've been a moderately long time lurker of the forum and to my surprise I always find x, y and z members bashing a particular brand for its quality (even though I'd consider it to be a relatively respectable clothing brand with good looking selections). Lately I've been searching and wondering, what defines 'quality' clothing?

I'm a newbie to tasteful dressing, I just recently turned 20 but my wardrobe has accelerated from casual graphic T's to dress shirts, blazers and suits in a matter of a years time. I'm still exploring my own tastes and styles and I love reading up on things.

Why are brands amongst the likes of Hugo Boss, H&M and others so poorly treated? Is it primarily the longevity of the clothing that determines its worth or is it the manufacturing process or maybe even the fabrics that are used?

Additionally how can I look at something and tell myself "oh this is junk" or "oh this is wonderful"? I primarily go off of how it looks and chalk up its longevity to how one treats his or her clothing.
