I agree with jimmy that it is probably Dior Homme. OR, if not, it is one of the million variations that have been made in recent years in order to copy Dior Homme, at every price point from $149.99 at H&M to more than the Dior for Balenciaga or Louis Vuitton.

It could also be Neil barrett, but I don't think so. It doesn't have the sort of "washed" look it that his do.

That guy looks like a tool. That jackets looks like one that's been sitting at the local thrift store for the past couple weeks and was 1/2 off of the tagged $4.99 price tag last week. I think it's headed for the clothes bailer, then off to a third world country.
