No it's Navy surplus from 1963. The tag on the inside indicates it was made for Slutts. Seaman Slutts.

I have similar one from the same vintage. Don’t need it much in FL but when I travelled to Buffalo in January I was very happy to have that ‘dinosaur collar’😀

Cool. I've seen those on Ebay and always assumed they would have a boxy fit, but yours looks nice and trim.
I wouldn't call them boxy in the body, just roomy enough to fit comfortably over a thick sweater. The sleeves were pretty baggy though, I had to get them slimmed down. The shoulders are also wider than I'd expect for the size by about 1".

I feel like many things are not made like the used to. Thats why I went vintage for a puffy like this.
