Waistcoat with overcoat and no suit jacket

I live in a cold climate. Wearing just a suit gets to cold for anything south of 10 C, especially when waiting for a taxi or train to and from client sites.

I get warm and sweaty easily, and get stiff shoulders wearing an overcoat and a suit jacket.

Is it acceptable to wear a waistcoat and tie with just an overcoat?

Are you planning on wearing the tie and waistcoat sans overcoat when you get to your client? That is generally not a good look. Why not wear a light sweater/jumper instead?
