Deadstock, made in USA Staffords by JCPenney, must be a bit vintage as Staffords have been made in India for some time now. Materials seem pretty nice.

I wonder who made them? I like the medallion.

I've been eyeing a few pairs in my size. One of the few vintage brands that offers EEE widths.

@davidVC did a teardown and believes they were made by Hanover.

Yep. I was about to steer to vcleat. 90s.

Shell saddle oxfords by Hanover. Not particularly old — most likely 1980s — but certainly MiUSA and better made than most of what’s on the market today.
